# What is a B2B marketing database, and should you build or buy one?

The parts of a marketing database, four ways to get one, what vendor licenses let you keep when you stop paying, and the rules that follow the data. Prices, terms and rules checked October 16, 2026.

By Enrich.chat Editorial. Updated October 16, 2026.

**Short answer:** A B2B marketing database is the store of company and contact records, with fields, source and consent records, that campaigns draw from. You can build it from first-party data, buy a license, rent a platform or enrich on demand by API. Licenses differ most at the exit: [Apollo](https://www.apollo.io/terms) lets you keep data you saved, while [People Data Labs](https://privacy.peopledatalabs.com/policies?name=services-subscription-agreement) requires deletion within 30 days.

## Key takeaways

- A B2B marketing database has six parts: an account table, a contact table, fields, a source and date on every row, a lawful basis, and a suppression list.
- Four routes get you one: build it, buy a license, rent a platform or enrich on demand. Apollo, ZoomInfo, Cognism and People Data Labs all limit their data to your own use and bar resale.
- Exit terms differ. Apollo, ZoomInfo and Cognism let you keep data you obtained, while People Data Labs requires you to delete it within 30 days.
- GDPR Article 14 gives you one month to tell people where you got their details. CAN-SPAM has no B2B exception, and California brokers must process DROP deletions every 45 days from August 1, 2026.
- Published prices start at $0 and reach $299 a month in the vendors checked. ZoomInfo, Cognism and Demandbase publish none.

## What is a B2B marketing database?

A B2B marketing database is the store of company and contact records that your campaigns draw from. [Demandbase's guide](https://www.demandbase.com/faq/b2b-marketing-database/), answered July 22, 2026, describes it as the records marketing uses to run campaigns, score leads and feed account-based programs. It is not your CRM, which tracks deals, and it is not your email tool, which sends. It is the list of who you may reach, and why.

Six parts make one usable:

- **Account table.** One row per company, keyed by its website domain.
- **Contact table.** One row per person, linked to one account.
- **Fields.** Industry, headcount and country on the account. Name, title and work email, with a status, on the contact. Our guide to [firmographic data](https://enrich.chat/blog/firmographic-data/) covers the account fields.
- **Source.** Where each row came from, and the date.
- **Consent or lawful basis.** The reason you may contact this person.
- **Suppression.** The people you must not contact again.

Figure 1 shows how the tables fit together.

**Figure 1: The three tables of a B2B marketing database.** Three boxes side by side. The accounts table holds domain, company name, country, industry, employee range, and source with date added. The contacts table holds contact id, account domain, name and title, work email, email status and date, country, source and date, lawful basis, and notice sent date. An arrow joins the account domain on a contact to the domain on an account. The suppression table holds email, name and domain, reason and date. A bottom bar says every row keeps a source and a date, and every send skips the suppression table.

*The three tables of a B2B marketing database. The structure is our suggestion. The fields come from the rules and licenses cited below, and the account domain links each contact to one account.*

Demandbase's guide adds technographic data, intent signals, account hierarchy and identity matching as further layers. They sharpen targeting, but they are optional. The six parts above are the minimum to run a campaign and to explain why you sent it.

Most pages that rank for this term come from companies that sell a database, including [Demandbase](https://www.demandbase.com/faq/b2b-marketing-database/), [Kaspr](https://kaspr.io/blog/b2b-contact-database), [Cognism](https://www.cognism.com/b2b-data) and [Salesgenie](https://www.salesgenie.com/blog/top-b2b-contact-database-providers/). The [DemandScience guide](https://demandscience.com/resources/blog/b2b-database/) is dated December 10, 2019, before the California rules covered below. Enrich.chat is a vendor too, and the last section says plainly what it does and does not do.

## Which fields does a B2B marketing database need at minimum?

Keep the fields in the table, and add more only when a use needs them. Each one is there because a send decision, a legal rule or a de-duplication step depends on it. The example rows use made-up people at example.com.

| Table | Field | Why it exists |
| --- | --- | --- |
| Accounts | Domain (the key) | Links people to companies and stops duplicate accounts |
| Accounts | Company name, country | Country decides which rules apply to the people there |
| Accounts | Industry, employee range | Checks fit against your [ideal customer profile](https://enrich.chat/blog/ideal-customer-profile/) |
| Accounts | Source, date added | Shows where the row came from and how old it is |
| Contacts | Contact id, account domain | Ties each person to one account |
| Contacts | Name, title | Merge fields and role fit. The [ICO](https://ico.org.uk/for-organisations/direct-marketing-and-privacy-and-electronic-communications/business-to-business-marketing/) treats a named person at work as personal data |
| Contacts | Work email, status, date checked | The address, whether it can be confirmed, and when. A status is a snapshot |
| Contacts | Source, date | Needed to tell people where you got their details |
| Contacts | Lawful basis, notice sent date | Records why you may contact them and when you told them |
| Suppression | Email, name, domain | Catches a person who returns under a new address |
| Suppression | Reason, date | Unsubscribed, bounced, complained or objected, and when |

```
Put a date beside every status and every source. A status describes the mailbox on the day it was checked, as our guide to [cold email data](https://enrich.chat/blog/cold-email/) explains, and a source with no date cannot answer a complaint. To fill blanks in rows you already hold, see [CRM data enrichment](https://enrich.chat/blog/crm-data-enrichment/).
## What are the four ways to get a B2B marketing database?
You can build one from your own first-party data, buy a license to a vendor's file or feed, rent access to a platform, or enrich on demand by API. The routes differ in who gathers the data, who holds the copy and who keeps it fresh. Most teams mix two.
- **Build.** You collect from forms, events, sign-ups and your CRM. You can name the source of every row, and the database grows only as fast as your funnel does. Do not fill the gaps with bought lists: our guide to [buying email lists](https://enrich.chat/blog/buying-email-lists/) shows the risks.
- **Buy a license.** A vendor delivers a file or feed that you hold in your own systems. [People Data Labs](https://docs.peopledatalabs.com/docs/data-license) sells bulk person data as an annual license, with quarterly updates as standard and monthly updates at extra cost. [Data Axle](https://www.data-axle.com/how-we-help/data-licensing/) sells licenses through its sales team and lists no price.
- **Rent a platform.** You search the vendor's app and pay in seats or credits. Apollo, ZoomInfo, Cognism, Salesgenie and Demandbase work this way. [ZoomInfo's pricing page](https://www.zoominfo.com/pricing) says each export costs one credit, so the copy you keep is the copy you export.
- **Enrich on demand.** A person or an AI agent looks up one record at a time through an API, and you save only what you use. People Data Labs, Apollo and Enrich.chat sell this. Check the storage clause first, as the license section below shows.
Figure 2 turns the routes into a rule of thumb. It is our judgment, not a tested method, and the routes combine well: many teams build first and enrich on demand to fill gaps.
**Figure 2: Which route to a B2B marketing database fits.** A decision path with three questions. One: if you already hold records for most of the people you want to reach, build it and fill gaps by lookup. If not, go on. Two: if you do not need thousands of new accounts opened in one go, enrich on demand, one person at a time. If you do, go on. Three: if you need to keep a copy of the data after you stop paying, buy a license and read the exit clause. If not, rent a platform and export only what you use.
*A rule of thumb for choosing a route, from the license terms and prices on this page. It is a judgment, not a tested method.*
## What do the main B2B marketing database providers charge?
Published prices start at $0 for the free plans at Apollo and People Data Labs and reach $299 a month for a Salesgenie team plan. ZoomInfo, Cognism and Demandbase publish none. Every row below comes from the vendor's own page on October 16, 2026.
| Provider and route | How it charges | Entry price, checked October 16, 2026 |
| --- | --- | --- |
| [HubSpot](https://legal.hubspot.com/hubspot-product-and-services-catalog) (build in a CRM) | Per seat. Marketing Hub also bills marketing contacts | Core Seat from $20 a month per seat on Starter. No charge for contacts in the free contacts database |
| [Salesgenie](https://www.salesgenie.com/product/packages-overview/) by Data Axle (rent lists) | Monthly plan, with credits for exports | Basic from $99, Pro $149, Team $299 (5 users) a month. First term is 12 months |
| [Apollo](https://www.apollo.io/pricing) (rent, by seat) | Per seat, with credits | Free ($0, 900 credits a seat a year). Basic $49, Professional $79, Organization $119 (3 seats minimum), per seat per month, billed annually |
| [ZoomInfo](https://www.zoominfo.com/pricing) (rent, contract) | Licenses, credit use and features. Each export costs one credit | No price published |
| [Cognism](https://www.cognism.com/pricing) (rent, contract) | Standard or Pro package with 5 seats. One credit reveals one contact | No price published. Talk to sales |
| [People Data Labs](https://www.peopledatalabs.com/pricing/person) (API and bulk license) | Monthly or annual credits. Enterprise on annual contracts, with data license feeds | Free: 100 credits a month, contact data hidden. Pro from $98 a month for 350 credits |
| [Demandbase](https://www.demandbase.com/pricing/) (platform) | Platform fee plus a flat fee per user | No price published. Quote by form |
| [Enrich.chat](https://enrich.chat/pricing/) (on demand) | Monthly credit plans with unlimited seats | 10 free lookups a day, no signup. Plans from $29 a month, every product included |
The amounts buy different things: a CRM seat, a list subscription, a pool of credits. Compare them only after you price your own workload. Our [best B2B data providers](https://enrich.chat/blog/best-b2b-data-providers/) guide prices 500 contacts a month on each plan, and [what ZoomInfo buyers pay](https://enrich.chat/blog/zoominfo-pricing/) covers the hidden quote.
## Should you build or buy a B2B marketing database?
Build when your own contacts can reach most of your market. Buy or rent when you need new accounts at once, and enrich on demand to fill gaps. The table sets the four routes side by side on the six things that decide it.
|  | Build | Buy a license | Rent a platform | Enrich on demand |
| --- | --- | --- | --- | --- |
| Main cost | Staff time, forms, events | Annual license, usually quoted by sales | Seats or credits | Credits per lookup |
| Time to first campaign | Slowest: grows with your funnel | Fast once the file arrives | Same day on self-serve plans | Same day |
| Control | Full | High: you hold the copy | Low: records sit in the vendor's app until you export | Medium: you pick each lookup |
| Compliance work | Tell people at collection and keep consent | Tell everyone in the file within one month | Same, for each person you export | Same, for each person you save |
| Data decay | Yours to fix | Follows the vendor's update schedule | Vendor refreshes, you re-export | A saved row ages like any other |
| Ownership and license | You own it | Internal use, no resale, exit terms differ | Same limits, on what you export | Check storage limits in the terms |
Every route ages. In its Employee Tenure Summary of September 24, 2026, the [Bureau of Labor Statistics](https://www.bls.gov/news.release/tenure.nr0.htm) reports that 20.6% of US wage and salary workers had been with their current employer a year or less. A contact can change jobs while the row sits in your table. Our [B2B data decay guide](https://enrich.chat/blog/b2b-data-decay/) compares the published rates.
## Who owns the data, and what does the license allow?
Vendors license data to you, they do not sell it. Apollo, ZoomInfo, Cognism and People Data Labs all grant a non-exclusive license and bar resale. They differ on what you keep when you stop paying and on what they may do with records you send them. We read each document on October 16, 2026. Numbers in brackets are section numbers.
| Vendor and terms read | Use and resale | When you stop paying | Records you send them |
| --- | --- | --- | --- |
| [Apollo](https://www.apollo.io/terms), Terms of Service, updated August 10, 2026 | Internal business purposes. No resale, and no building a competing database from its contact data (section 3) | You keep a permanent right to contact data you saved in your CRM, a campaign or an internal database (2(a)(ii) of the terms) | You own them. Apollo may use them to grow, enrich and verify its own database |
| [ZoomInfo](https://www.zoominfo.com/legal/ltc), License Terms and Conditions, version May 1, 2025 | Your own B2B sales, marketing, recruiting and business development. No sale or sublicense, and no building it into your products (2.3) | You may keep using materials obtained during the term (3.3.1) | ZoomInfo may use records sent for matching to test and improve its products, and you can change that setting (5.5) |
| [Cognism](https://www.cognism.com/customer-terms/gtc), General Terms, version October 2026 | Use "solely for its internal business purposes". No resale or disclosure to third parties (1.1) | You may keep using data stored on your systems, at your own risk (10.5) | Cognism does not claim ownership of your data (3.1) |
| [People Data Labs](https://privacy.peopledatalabs.com/policies?name=services-subscription-agreement), Services Subscription Agreement, effective August 6, 2026 | Internal business purposes. No resale. API results may not be stored longer than needed or shown to more than one end user (2.1, 2.6.1, 1.3) | The right ends. You must delete all data, cached data included, and sign a deletion form within 30 days (6.1, 6.4) | You own them. Its right to use them is to serve you during the term (11.2) |
Figure 3 puts the exit terms side by side.
**Figure 3: What each license says about data when you stop paying.** Four vendors. Apollo gives a permanent right to contact data you saved in your CRM or database, so you keep it. ZoomInfo lets you keep using materials obtained during the term, so you keep it. Cognism lets you keep using data stored on your systems at your own risk, so you keep it. People Data Labs requires you to delete all data, cached data included, and sign a deletion form within 30 days, so you delete it.
*What each license says happens to the data you pulled once the subscription ends. Sources, read October 16, 2026: [Apollo](https://www.apollo.io/terms), [ZoomInfo](https://www.zoominfo.com/legal/ltc), [Cognism](https://www.cognism.com/customer-terms/gtc) and [People Data Labs](https://privacy.peopledatalabs.com/policies?name=services-subscription-agreement).*
- **Opt-out lists are part of the contract.** ZoomInfo (5.4) asks you to review its list of people who asked to be removed at least monthly and to remove them unless you have another lawful basis. Cognism (4.2) sets 30 days. People Data Labs (10.6) asks you to apply its subject requests as often as the law requires. Add that run to your routine.
- **Check the AI clause.** Cognism (1.2) bars access by bots, scrapers, scripts or AI agents outside its own integrations, and bars using its data to train third-party AI models. Apollo (3) bars using its contact data to train AI models, except your own internal ones. If an agent will touch the data, read this clause first.
- **Enrich.chat works the same way.** Its [terms](https://enrich.chat/terms/), updated October 15, 2026, allow results for your own internal business purposes, bar bulk copying, republishing and resale, and tell you not to contact or keep using someone's information after they ask you to stop.
## What do the laws say about holding and using a B2B marketing database?
The law attaches to each person in the database, not to the tool that supplied the record. This section is general information, not legal advice, and no data tool, Enrich.chat included, makes a send compliant. Our guide to [buying email lists](https://enrich.chat/blog/buying-email-lists/) covers Canada's CASL, and the [TCPA guide](https://enrich.chat/blog/tcpa-b2b-cold-calling/) covers phone numbers.
- **GDPR Article 5, principles.** [Article 5](https://gdpr-info.eu/art-5-gdpr/) says personal data must be collected for specified purposes, limited to what is necessary, accurate and kept up to date, and stored no longer than needed. The controller must be able to show it complies. The ICO says a work email that identifies a person is personal data, so this covers your contact table.
- **Article 6, lawful basis.** [Article 6](https://gdpr-info.eu/art-6-gdpr/) requires at least one basis. For B2B marketing the [ICO](https://ico.org.uk/for-organisations/direct-marketing-and-privacy-and-electronic-communications/business-to-business-marketing/) names consent and legitimate interests as the two most relevant, and says legitimate interests needs a three-part test. Cognism's guide says prospects must have opted in. The ICO is less absolute: when UK law does not require consent, legitimate interests is often the right basis.
- **Article 14, data you did not collect from the person.** [Article 14](https://gdpr-info.eu/art-14-gdpr/) says to tell people who you are, why you hold their data, the legal basis and where it came from. Do it within a reasonable period and no later than one month, or at your first message if that comes sooner. Narrow exceptions exist. The duty applies to bought, rented and looked-up records.
- **Articles 17 and 21, erase and object.** Under [Article 21](https://gdpr-info.eu/art-21-gdpr/) anyone may object to direct marketing at any time, and you must then stop using their data for it. [Article 17](https://gdpr-info.eu/art-17-gdpr/) makes that objection a ground for erasure. The ICO calls the right absolute and says to add the person to a suppression list instead of deleting every record, so you can screen new lists against it.
- **PECR, UK.** The ICO says the PECR email rule does not apply to corporate subscribers such as companies, but sole traders and some partnerships count as individuals and need consent or the soft opt-in. Live marketing calls need screening against the TPS and CTPS registers. If you are unsure, treat the contact as an individual.
- **CAN-SPAM, US.** The [FTC's guide](https://www.ftc.gov/business-guidance/resources/can-spam-act-compliance-guide-business) says the law makes no exception for business-to-business email, and that you must honor an opt-out within 10 business days. [15 U.S.C. 7704](https://www.law.cornell.edu/uscode/text/15/7704) also bars you from selling, leasing or transferring the address of someone who opted out, so your suppression table stays in your hands.
- **California.** The attorney general says the [CCPA exemption for business-to-business personal information expired](https://oag.ca.gov/privacy/ccpa) on December 31, 2022. [CalPrivacy](https://privacy.ca.gov/data-brokers) defines a data broker as a business that knowingly collects and sells personal information about consumers it has no direct relationship with. From August 1, 2026, brokers must process deletion requests from the state's DROP platform at least every 45 days, and failing to delete risks fines of $200 a day per request. The [public registry](https://cppa.ca.gov/data_broker_registry/) lists registered brokers, so ask any vendor whether it is on it.
Each rule maps to a field above: source and notice date for Article 14, lawful basis for Article 6, and the suppression table for Articles 17 and 21 and CAN-SPAM.
## How do you keep a B2B marketing database healthy?
Date every status, check the suppression table before each send, and review the whole database on a schedule. Our [database hygiene guide](https://enrich.chat/blog/database-hygiene/) has the routine step by step.
- **Re-check before you send.** A status is a snapshot, so check an email again if the date is old. The free [catch-all checker](https://enrich.chat/tools/catch-all-checker/) tests a domain.
- **Suppress, do not delete.** Keep the minimum needed to recognize an objector, as the ICO advises above.
- **Run the vendors' opt-out lists.** Apply ZoomInfo's and Cognism's removal lists at least as often as their terms ask, and People Data Labs' subject requests as the law requires.
- **Retire rows.** Article 5 asks for storage no longer than needed. Decide how long an unengaged contact stays, and write it down.
## How can an AI agent fill a B2B marketing database one lookup at a time?
Give the agent your account domains and ask for rows in your schema. Enrich.chat returns company details, people and work emails with a status, one lookup at a time, up to 25 in a batch call, or up to 5,000 rows in a [background job](https://enrich.chat/features/background-jobs/), and the agent writes the source and the date beside each row. The [agents page](https://enrich.chat/agents/) has setup. The agent reads [enrich.chat/agents.md](https://enrich.chat/agents.md), or you add the MCP server at `https://enrich.chat/mcp`. You get 10 free lookups a day with no signup.
1. `GET /v1/company?domain=` returns the name, industry, size band, location and, where we hold them, a revenue band, founded year and latest funding stage for an account row.
2. `GET /v1/company/people?domain=&title=` lists people at that company by title, each with a LinkedIn URL. A LinkedIn URL is only a lookup key: Enrich.chat never logs in to LinkedIn.
3. `GET /v1/person` takes the person's id from that list, a LinkedIn URL, or a name plus the company website, and returns the work email as `verified`, `catch_all` or `unknown`. A lookup that finds nothing returns `found: false` and uses 0 credits.
4. The agent writes the row, the status, the lookup date and the source into your table. Keep to about one request a second.
```text
Use www.enrich.chat to fill my contact table from the company websites below. For each website, get the company name, industry, size band and country. Then find the head of marketing and look up their work email. Return two tables: accounts (domain, company name, industry, size band, country) and contacts (company domain, name, title, work email, email status, lookup date). Put catch_all, unknown and not found rows in a separate hold list. Report the total credits used. Do not send any email. Websites: [paste company websites]
```
A person returned by search uses 5 credits, a work email found uses 10, and a lookup that finds nothing uses 0. If 500 contacts each come back with a work email, that is 7,500 credits, which fits the Growth plan at $29 a month. See [Enrich.chat pricing](https://enrich.chat/pricing/) for every plan. The [person enrichment API](https://enrich.chat/api/person-enrichment/) and [company enrichment API](https://enrich.chat/api/company-enrichment/) pages show full responses. The dashboard also saves people and companies to tagged lists and exports them as CSV or Excel ([lists and export](https://enrich.chat/features/lists-and-export/)). Your team shares those lists and one credit pool ([team workspaces](https://enrich.chat/features/team-workspaces/)).
### What does Enrich.chat not do?
- On its self-serve plans it is not a database you can license or download whole. Bulk files and data licenses are offered only as custom Enterprise contracts. A search returns up to 1,000 results, 25 a page, and one bulk run takes up to 5,000 rows, in your browser tab or as a background job on the server.
- It has no spreadsheet-style table builder like Clay's, no CRM app, no Chrome extension and no intent data.
- It does not hold your source or consent records. Those live in your table. Its do-not-contact list is shared by your whole team and applies in the dashboard (search flags, reveals and exports) and in background jobs, but it is not your sending-side suppression table, so keep that in your own system. People can ask to be removed at the [opt-out page](https://enrich.chat/opt-out/).
- A status is a label, not consent and not a guarantee. You stay responsible for CAN-SPAM, GDPR and TCPA.
### When is another route better than Enrich.chat?
Rent a platform such as ZoomInfo, Apollo or Cognism when you need thousands of new accounts at once, with filters and intent data. Buy a license from People Data Labs or Data Axle when you need a bulk file in your own warehouse. Build when your own forms and customers already reach your market, and use lookups to fill the gaps. Our guides to [B2B data providers](https://enrich.chat/blog/best-b2b-data-providers/) and [data enrichment platforms](https://enrich.chat/blog/data-enrichment-platforms/) compare the paid options, and [B2B lead generation strategies](https://enrich.chat/blog/b2b-lead-generation-strategies/) covers how to fill the top of the funnel.
## Frequently asked questions
### What is a B2B marketing database?
A B2B marketing database is the store of company and contact records that campaigns draw from. It has an account table keyed by website domain, a contact table linked to it, fields such as industry, title and work email with a status, and records of each row's source, the lawful basis for contacting the person and anyone you must suppress. [Demandbase](https://www.demandbase.com/faq/b2b-marketing-database/) describes it as the records marketing uses to run campaigns and score leads.
### Is it legal to buy a B2B marketing database?
Buying a licensed database is not banned in the sources we read. The duties follow the people in it. Under [GDPR Article 14](https://gdpr-info.eu/art-14-gdpr/) you must tell people where you got their details within one month, and the [FTC](https://www.ftc.gov/business-guidance/resources/can-spam-act-compliance-guide-business) says CAN-SPAM makes no exception for B2B email. Read the license and ask the seller for its source records. This is not legal advice.
### Should I build or buy a B2B marketing database?
Build when your own forms, events and customers can reach most of your market. Buy a license when you need a file in your own systems, rent a platform when you need new accounts quickly, and enrich on demand to fill gaps. Check the exit clause first: Apollo, ZoomInfo and Cognism let you keep data you obtained, but People Data Labs requires deletion within 30 days of termination.
### What fields should a B2B marketing database have?
For accounts: the website domain as the key, company name, country, industry, employee range, and source with date added. For contacts: an id, the account domain, name, title, work email, email status and date checked, source and date, lawful basis and notice sent date. Add a suppression table with email, name, domain, reason and date. Our [cold email data guide](https://enrich.chat/blog/cold-email/) explains the status labels.
### How much does a B2B marketing database cost?
Published prices run from $0 for free plans at [Apollo](https://www.apollo.io/pricing) and [People Data Labs](https://www.peopledatalabs.com/pricing/person) to $299 a month for a [Salesgenie](https://www.salesgenie.com/product/packages-overview/) team plan, checked October 16, 2026. Apollo charges $49 to $119 a seat a month, billed annually. ZoomInfo, Cognism and Demandbase publish no price. Building costs staff time instead.
### Can an AI agent build a B2B marketing database?
An agent can fill one, a lookup at a time. With [Enrich.chat](https://enrich.chat/agents/) it reads company details, finds people by title and gets each work email with a status, then writes rows into your table. On its self-serve plans Enrich.chat is not a database you can license or download whole: a search returns up to 1,000 results, 25 a page, and you can export them as CSV from the dashboard. Bulk files and data licenses exist only as custom Enterprise contracts. It does not hold your consent records.
