# Data enrichment services: managed service, self-serve API or in-house build?

A data enrichment service can be a team that cleans your list, a tool you run yourself, or a pipeline you build. See what each costs, how fast it is, where it fails and what to ask before you sign.

By Enrich.chat Editorial. Updated October 16, 2026.

**Short answer:** Data enrichment services come in three models: a managed service where a provider's team returns your enriched file, a self-serve tool or API that you or an AI agent run, and an in-house build. Managed prices are per appended record, such as [$15 per 1,000 business phone numbers at Melissa](https://www.melissa.com/direct/data-append/phone-append), and several providers publish no price. Use a managed service for one-off clean-ups and a self-serve tool or API for ongoing work.

## Key takeaways

- There are three models: a managed service (a team returns an enriched file), a self-serve tool or API (you or an agent run lookups) and an in-house build (you license data and write the pipeline).
- Managed prices are per appended record with a minimum order. Melissa lists $15 per 1,000 business phone numbers and $0.12 per business email, checked October 16, 2026. Blackbaud and HabileData show no price.
- Turnaround is usually an estimate. Melissa's service terms call its turnaround times good-faith estimates unless the purchase agreement says otherwise.
- One engineer-month at the BLS median software developer wage is about $11,300, before benefits, tools or a data license.
- Whichever model you pick, ask who is the controller and who is the processor, when your file is deleted, and what you may do with the output.

## What are the three ways to get data enrichment done?

Data enrichment gets done in one of three ways: a provider's team processes your file, you run a tool or an API yourself, or you build the pipeline in-house. Search results for "data enrichment services" mix all three, so a quote from one provider rarely compares with a price from another. The [basics of data enrichment](https://enrich.chat/blog/what-is-data-enrichment/) are the same in each: a key such as an email goes in, and fields come back.

- **Managed service.** You hand over a list, and the provider matches it, adds fields, checks the result and returns a file. [Melissa's append service](https://www.melissa.com/direct/data-append/email-append) runs in three steps: upload your file, choose a service and pay, then receive the processed list. Nebor, an agency, [describes three agency models](https://www.nebor.ai/blog/best-data-enrichment-services-and-agencies): Clay implementation agencies, hybrid services that add human research to automated lookups, and manual outsourcing.
- **Self-serve tool or API.** You or an AI agent send lookups and get data back in the response. You pay by credit, seat or plan. [Clay](https://www.clay.com/pricing) runs lookups in a table across 150+ providers, [People Data Labs](https://www.peopledatalabs.com/pricing/person) sells a self-serve API with CSV enrichment, and Enrich.chat is an API and MCP server built for agents.
- **In-house build.** You license data from a supplier and write the matching, checking and refresh jobs yourself. [People Data Labs' Enterprise tier](https://www.peopledatalabs.com/pricing/person) lists data license feeds with flat-file bulk delivery, for example.

Most teams mix models, such as a service for the first clean-up and a tool or API for new leads. Figure 1 shows who does which step.

**Figure 1: Who does which step in each enrichment model.** Three rows of three steps. In a managed service you send a file, the provider matches, adds fields and checks, and you check and load the file. In a self-serve tool or API you send a lookup, the provider matches and sends back a record, and you check, merge and re-run. In an in-house build a supplier licenses the data, and you build the matching, then run and maintain it.

*Who does which step in each model. Managed steps follow [Melissa's upload, pay and receive flow](https://www.melissa.com/direct/data-append/email-append); licensing follows [People Data Labs' Enterprise tier](https://www.peopledatalabs.com/pricing/person).*

## How do managed, self-serve and in-house enrichment compare?

A managed service trades control for effort, an in-house build trades effort for control, and a self-serve tool or API sits between them. The table compares the points that decide most purchases, and the sections after it give the sources.

| What matters | Managed service | Self-serve tool or API | In-house build |
| --- | --- | --- | --- |
| Who does the work | The provider's team and batch system | You or your AI agent | Your engineers, on licensed data |
| Cost structure | Per appended record with a minimum order, or a project fee or retainer | Credits, seats or a monthly plan | Salaries and a data license, mostly fixed |
| Turnaround | About a day for batch appends, longer for projects | An answer in the same request, run when you choose | Build time first, then fast |
| Control | Low: you see the result, not the method | High: you pick the fields, order and rules | Full, and so is the upkeep |
| Compliance load | Your list leaves your systems, so you need a contract | Records go to the provider as you send them | Every duty is yours |
| Typical failure | A one-time snapshot goes stale; accuracy is hard to check | Nobody checks the output; credits lapse; suppliers change | Upkeep outgrows the team |
| Best for | One-off clean-ups with no technical staff | Ongoing enrichment and AI agents | Rules or data no provider sells |

## What do managed data enrichment services cost, and how fast are they?

Managed services usually charge per appended record with a minimum order, or a project fee or retainer. Melissa publishes its prices, and the others in the table do not. The table shows what each provider's own page said on October 16, 2026.

| Provider and service | Price shown | Minimum order | Turnaround shown |
| --- | --- | --- | --- |
| [Melissa business phone and cell append](https://www.melissa.com/direct/data-append/phone-append) | $15 per 1,000 appended up to 100,000 records; $14 per 1,000 from 100,000 to 250,000 | $150 | 24 hours |
| [Melissa contact name and title append](https://www.melissa.com/direct/data-append/business-data-append-service) | $15 per 1,000 appended up to 100,000 records; $14 per 1,000 from 100,000 to 250,000 | $250 | 24 hours |
| [Melissa business email append](https://www.melissa.com/direct/data-append/email-append) | $0.12 per email appended up to 100,000 records; $0.10 from 100,000 to 500,000 | $300 | "Call" |
| [Blackbaud data enrichment services](https://www.blackbaud.com/solutions/analytics/data-enrichment-services) (nonprofit records) | Not shown: a "Request Pricing" button | Not shown | Not shown |
| [HabileData data enrichment services](https://www.habiledata.com/data-enrichment-services.php) | Not shown | Not shown | "24 Hrs", not defined |
| [Clay Experts directory](https://www.clay.com/experts) (agencies) | Not shown; a filter for pricing | Not shown; a filter for minimum engagement | Not shown |

Melissa's prices come with input rules. Its [business email append](https://www.melissa.com/direct/data-append/email-append) needs a contact name, a company name and a US postal address, and its [business phone append](https://www.melissa.com/direct/data-append/phone-append) needs a company name, an address and a 5-digit ZIP code. A list that holds only LinkedIn URLs or web domains needs preparing first. Melissa also offers a [free email match test](https://www.melissa.com/direct/data-append/email-append): you send a file, and it reports how many emails it can add.

The other providers show no prices. Blackbaud sells address, email, phone and demographic appends for nonprofit donor records. HabileData lists data append, validation, standardization and acquisition and calls its cost competitive. The Clay Experts directory lets you filter agencies by pricing and minimum engagement but shows no figures. Nebor says Clay agencies charge for setup plus ongoing optimization rather than per lead.

### How reliable is the turnaround?

Treat turnaround as an estimate unless it is in writing. [Melissa's service bureau terms](https://www.melissa.com/hubfs/MelissaDirect_May2024/pdfs/data-services-terms-conditions.pdf) say the turnaround times it communicates are good-faith estimates, not commitments, unless the purchase agreement states them. HabileData's page shows a "24 Hrs" figure without saying whether it covers the first delivery or the whole project.

### What do managed contracts say about quality and rights?

Melissa's terms show the kind of clauses to look for. Fuzzy matching can produce false positives and false negatives, and the customer does the final plausibility check. Output is deemed accepted unless you report a suspected error within 10 business days, and re-performing the job is the sole remedy for a processing error. Melissa data in the output is licensed, not sold, for internal business use, and may not be resold. Files are deleted within 30 days of delivery by default, and liability is capped at the fees paid in the prior 12 months.

## What do self-serve tools and APIs cost?

Self-serve tools show their price up front and bill by credit, seat or monthly plan. They differ on what a credit buys, whether credits expire and whether an annual commitment applies. This is what each vendor's page said on October 16, 2026.

- **People Data Labs.** The [Free plan](https://www.peopledatalabs.com/pricing/person) gives up to 100 credits a month with contact data left out. Pro starts at $98 a month with as few as 350 credits, includes contact data and offers CSV enrichment. Enterprise is custom, with annual contracts.
- **Apollo.** [Credits reset at the start of each billing cycle](https://www.apollo.io/pricing) and do not roll over. Annual billing commits you to 12 months.
- **Clay.** [Clay's plans](https://www.clay.com/pricing) run lookups across 150+ providers with waterfalls and let you bring your own API key. Enterprise adds a custom data processing agreement. Our [Clay pricing guide](https://enrich.chat/blog/clay-pricing/) breaks down the credits.
- **Enrich.chat.** 10 lookups a day are free per IP address, with no signup. The monthly plans are Growth $29 for 100,000 credits, Scale $90 for 500,000 credits, Pro $299 for 2,500,000 credits, with unlimited seats and no annual contract. Credits renew with each payment and unused credits do not roll over. A lookup that finds nothing uses 0 credits. See [Enrich.chat pricing](https://enrich.chat/pricing/).

Self-serve gives you the shortest wait and the most control. In return you pick the match key, decide what to keep, schedule re-runs and handle errors. Our [People Data Labs](https://enrich.chat/blog/people-data-labs-pricing/) and [Apollo](https://enrich.chat/blog/apollo-pricing/) pricing guides have more detail.

## What does an in-house build cost, and how does it compare on 10,000 emails?

An in-house build costs engineering time plus a data supplier. Even a team that builds its own pipeline still needs a source of data, so "in-house" usually means licensing data or calling a supplier's API and owning everything around it. The [US Bureau of Labor Statistics](https://www.bls.gov/ooh/computer-and-information-technology/software-developers.htm) reports a median annual wage of $135,980 for software developers in May 2025. That is about $11,300 a month in wages for one developer, before benefits, tools and hosting.

A basic build must match and normalize keys, handle retries and rate limits, check every email and phone, refresh records and honor opt-outs. Refresh matters because people move. The [BLS reports](https://www.bls.gov/news.release/tenure.nr0.htm) a median tenure of 4.1 years for US workers in January 2026, and 3.0 years for workers aged 25 to 34. Our guide to [B2B data decay](https://enrich.chat/blog/b2b-data-decay/) covers the cost of stale records.

Figure 2 prices one job on all three models: adding 10,000 business emails to a list.

**Figure 2: First-month cost of adding 10,000 business emails on each model.** Bar chart. A managed append at Melissa's list price of 12 cents an email costs $1,200. The Enrich.chat plan that covers the job costs $29 a month. One engineer-month at the BLS median software developer wage costs about $11,300 before benefits, tools and a data license.

*Illustrative arithmetic from public prices, assuming every record returns an email. Melissa: $0.12 per appended business email on its [price page](https://www.melissa.com/direct/data-append/email-append), checked October 16, 2026. Enrich.chat: 100,000 credits on the Growth plan. In-house: the [BLS median wage](https://www.bls.gov/ooh/computer-and-information-technology/software-developers.htm) divided by 12, with no benefits, tools or data license. Inputs and results differ, so the chart does not compare quality.*

Read Figure 2 as arithmetic, not a verdict. The inputs differ: Melissa needs a contact name, company and postal address, while Enrich.chat takes a LinkedIn URL, an email, or a name plus company website. The results differ too. If fewer records match, the Melissa bill and the credits used both fall, but the Enrich.chat plan price stays the same.

At Melissa's list price, one engineer-month of wages buys about 94,000 appended emails. That is why an in-house build rarely wins on cost at small volume. It wins when you need rules or data no service sells, or when data must stay inside your systems.

## What goes wrong with each model?

Each model has a typical failure. Managed services fail by going stale or staying opaque, self-serve tools fail when nobody checks the output, and in-house builds fail when upkeep outgrows the team.

- **Managed: the snapshot goes stale.** Introhive, which sells continuous enrichment, [describes the usual process](https://www.introhive.com/blog/evaluating-data-enrichment-services/) as export, match and re-import, and says the result reflects what the provider's database knew on the day of matching. Plan and price a second run.
- **Managed: accuracy you cannot check.** HabileData's page states an accuracy figure of 99.99 percent and does not say how it is measured. Melissa's terms leave the final check to you. Run a sample before you commit.
- **Managed: your file leaves your systems.** A list of names and work emails [can be personal data](https://ico.org.uk/for-organisations/direct-marketing-and-privacy-and-electronic-communications/business-to-business-marketing/), so you need a contract that says how the file is used and when it is deleted.
- **Self-serve: nobody checks the output.** A found email is not a valid email. Read the status each field carries, and verify before you send with a [catch-all checker](https://enrich.chat/tools/catch-all-checker/) and the [phone number validator](https://enrich.chat/tools/phone-number-validator/). See why in our [email bounce rate](https://enrich.chat/blog/email-bounce-rate/) guide.
- **Self-serve: credits lapse and suppliers change.** Apollo's credits reset each cycle, and Enrich.chat's credits do not roll over either. On July 4, 2025, [Nubela posted](https://nubela.co/blog/goodbye-proxycurl/) that Proxycurl, a LinkedIn data API, was shutting down and that it was helping customers move off. Keep each supplier call behind one function so you can swap it. See [Proxycurl alternatives](https://enrich.chat/blog/proxycurl-alternative/).
- **In-house: upkeep and duties.** Sources change, refresh jobs break, and every legal duty is yours. A build that relies on scraping adds rules to check, covered in [our guide to the rules](https://enrich.chat/blog/is-linkedin-scraping-legal/).

## Which model should you choose?

Choose by who can run lookups, whether the work repeats, and whether you need data or rules no provider sells. Figure 3 turns that into three questions.

**Figure 3: Which enrichment model fits your situation.** A decision tree. If nobody can call an API, a one-off file points to a managed service and ongoing work points to a self-serve tool with a user interface. If an engineer or an AI agent can call an API, needing rules or data no vendor sells, or data kept in-house, points to an in-house build, and otherwise a self-serve API or MCP server fits.

*A rule of thumb, not a scoring model. It asks whether someone can call an API, whether the job is one-off, and whether you need data or rules no vendor sells.*

- **Choose a managed service** for a one-off or yearly clean-up, when no one on the team can run lookups or scripts, or when your list is built on postal addresses, as Melissa's inputs are.
- **Choose a self-serve tool or API** when enrichment is continuous, such as new sign-ups or CRM records, when an AI agent or app needs data in the same request, and when you want to see the cost of every lookup. You do the quality checks.
- **Choose an in-house build** when you need fields or rules no provider sells, when volume is high enough that fixed cost wins, or when policy says data cannot leave your systems. You need engineers to keep it running.

### When is a managed service the better choice?

A managed service is the better choice when the work is a project, not a flow. Examples are a one-time clean-up before a CRM migration, a postal-address list that needs phone numbers or firmographics appended, or a workflow that an agency builds in your own accounts and hands over. Nebor, an agency, advises picking one that builds systems you own. For more options, see our guides to [the best data enrichment tools](https://enrich.chat/blog/best-data-enrichment-tools/) and [waterfall enrichment](https://enrich.chat/blog/waterfall-enrichment/).

## What should you ask a data enrichment provider before you sign?

Ask 15 questions in five groups, and get the answers in writing. Start with compliance, because the model you pick does not move your duties. The ICO says a [controller decides the purposes and means of processing](https://ico.org.uk/for-organisations/uk-gdpr-guidance-and-resources/controllers-and-processors/controllers-and-processors/what-are-controllers-and-processors/), and a processor that makes its own decisions becomes a controller. Under UK GDPR Article 28, [processing by a processor must be governed by a contract](https://ico.org.uk/for-organisations/uk-gdpr-guidance-and-resources/accountability-and-governance/contracts-and-liabilities-between-controllers-and-processors-multi/when-is-a-contract-needed-and-why-is-it-important/). The ICO lists [required terms](https://ico.org.uk/for-organisations/uk-gdpr-guidance-and-resources/accountability-and-governance/contracts-and-liabilities-between-controllers-and-processors-multi/what-needs-to-be-included-in-the-contract/) such as documented instructions, security, written approval of sub-processors and deletion or return of data at the end.

Other duties follow the data. If you obtain personal data from another source, you must give people [privacy information within a month](https://ico.org.uk/for-organisations/uk-gdpr-guidance-and-resources/individual-rights/the-right-to-be-informed/). The ICO says a [work email that identifies a person is personal data](https://ico.org.uk/for-organisations/direct-marketing-and-privacy-and-electronic-communications/business-to-business-marketing/), and the right to object to direct marketing is absolute. In California, a business that sells personal information of consumers it has no direct relationship with is a [data broker that must register](https://cppa.ca.gov/data_brokers/), and since August 1, 2026 brokers must process deletion requests through the state's DROP platform at least every 45 days. This is general information, not legal advice, and no provider makes your outreach compliant. See our guides to [TCPA and B2B cold calling](https://enrich.chat/blog/tcpa-b2b-cold-calling/) and [buying email lists](https://enrich.chat/blog/buying-email-lists/).

### Scope and matching

1. **What must I send, and what do you return?** [Melissa's business email append](https://www.melissa.com/direct/data-append/email-append) needs a contact name, company and postal address. Know your keys before you ask for a quote.
2. **What counts as a match, and what does a miss cost?** Melissa prices per appended email. Ask whether partial, catch-all or unverified results are billed.
3. **Can you run a sample on 100 to 500 of my rows first?** Melissa offers a free email match test, and [People Data Labs](https://www.peopledatalabs.com/pricing/person) lists formal data testing for Enterprise. Never buy the full file untested.

### Data and proof

4. **Where does each field come from, and how old is it?** [Introhive's buyer questions](https://www.introhive.com/blog/evaluating-data-enrichment-services/) ask whether data comes from third-party lists or first-party signals. Ask for the source type per field.
5. **How do you measure accuracy, and is the number in the contract?** A figure such as 99.99 percent means little without a method and a sample.
6. **What status do you give each email and phone?** A status such as verified, catch-all or unknown tells you what to send. Check risky domains yourself with a [catch-all checker](https://enrich.chat/tools/catch-all-checker/).

### Price and turnaround

7. **What is the full price, including a second run?** Add per-record fees, minimum orders, setup fees and retainers. Melissa's minimum orders run from $150 to $300. Records go stale, so price the refresh now.
8. **Which turnaround is contractual, and what happens if it slips?** Melissa's terms treat its times as estimates unless the purchase agreement says otherwise.

### Privacy and security

9. **Are you my processor, my controller or both, and will you sign a data processing agreement?** Get the role in writing.
10. **Who are your sub-processors, where is my file stored, and when is it deleted?** Melissa's default is within 30 days of delivery.
11. **Are you registered as a data broker in California, and how do you handle opt-outs?** The state publishes a registry of registered brokers.

### Contract and exit

12. **What may I do with the output?** Melissa licenses its data for internal business use and bars resale. Check reuse, resale and what you keep after you leave.
13. **How long do I have to report errors, and what is the remedy?** Melissa's window is 10 business days, and its remedy is re-performing the job.
14. **What are the liability cap and the notice period to end?** Melissa caps liability at the fees paid in the prior 12 months, and its subscription terms renew for 12 months unless you give 60 days' notice.
15. **If an agency builds it, whose accounts hold the work?** Ask for documentation and a handover, so you own the system when the engagement ends.

To test any provider's sample, run the same rows through a second source and compare. This prompt does that for a list of company websites, using Enrich.chat.

```text
Use www.enrich.chat to find the head of sales at each company website I list below. For each one, give the work email with its status, mark websites with no result as not found, and tell me the total credits_used. Websites:
```

## Where does Enrich.chat fit among these models?

Enrich.chat is a self-serve API and MCP server for contact and company data, built for AI agents and apps. Your agent or script sends one lookup at a time: a LinkedIn URL, an email, a name plus company website, or a domain. It returns JSON, and every matched response shows `credits_used`. Each work email comes back with a status of `verified`, `catch_all` or `unknown`, and each mobile with a line type. Treat each contact as a strong lead, not a guarantee. A LinkedIn URL is only a lookup key.

Setup is one prompt: your agent reads [the agent page](https://enrich.chat/agents/) or adds the MCP server, and no key is needed to start. Ten thousand work emails need 100,000 credits, which fits the Growth plan at $29 a month. The [data enrichment API](https://enrich.chat/api/data-enrichment/) page lists every endpoint, and the free [lead list builder](https://enrich.chat/tools/lead-list-builder/) lets you try a plain-English search.

### What Enrich.chat does not do

- It is not a managed service. Nobody cleans, reviews or matches a file for you, and it has no file-upload screen. To work through a list, an agent or script loops over the rows.
- It has no CRM sync, no scheduled refresh and no deduplication. You write results back and set the schedule.
- Credits do not roll over, so size the plan to the job.

Anyone can ask to be removed at [enrich.chat/opt-out/](https://enrich.chat/opt-out/), and requests are processed within 15 days. You are responsible for following TCPA, CAN-SPAM and GDPR rules. See our [terms](https://enrich.chat/terms/) and [privacy notice](https://enrich.chat/opt-out/#privacy).

## Frequently asked questions

### What are data enrichment services?

Data enrichment services add missing details, such as a work email, phone number, job title or company size, to records you already hold. The term covers three models: a managed service where a provider's team processes your file, a self-serve tool or API that you run yourself, and an in-house build. Our guide to [what data enrichment is](https://enrich.chat/blog/what-is-data-enrichment/) explains the basics.

### How much do data enrichment services cost?

It depends on the model. On October 16, 2026, [Melissa listed $15 per 1,000 appended business phone numbers](https://www.melissa.com/direct/data-append/phone-append) and [$0.12 per appended business email](https://www.melissa.com/direct/data-append/email-append), with minimum orders of $150 to $300. Blackbaud and HabileData publish no price. Self-serve plans bill by credit: Enrich.chat plans start at $29 a month for 100,000 credits. An in-house build costs engineering time.

### How long does a data enrichment service take?

Melissa lists a 24-hour standard turnaround for business phone and contact name appends, and HabileData's page shows a "24 Hrs" figure without saying what it covers. [Melissa's service terms](https://www.melissa.com/hubfs/MelissaDirect_May2024/pdfs/data-services-terms-conditions.pdf) call turnaround times good-faith estimates unless the purchase agreement states them, so get the deadline in writing. A self-serve API answers inside the request.

### What is the difference between a data enrichment service and a data enrichment tool?

A service has a provider's team process your file and return it, so you give up control and save effort. A tool or API lets you or an AI agent run lookups, so you control the fields and the timing and you do the quality checks. Choose a service for a one-off clean-up and a tool for ongoing work. See our list of the [best data enrichment tools](https://enrich.chat/blog/best-data-enrichment-tools/).

### Do I need a contract with a data enrichment provider?

If the provider processes your list on your behalf, [UK GDPR Article 28 requires a contract](https://ico.org.uk/for-organisations/uk-gdpr-guidance-and-resources/accountability-and-governance/contracts-and-liabilities-between-controllers-and-processors-multi/when-is-a-contract-needed-and-why-is-it-important/), and the ICO lists the terms it must cover, such as instructions, security, sub-processor approval and deletion or return of data. Ask whether the provider is a processor or its own controller. This is general information, not legal advice.

### What should I ask a data enrichment provider before I sign?

Ask what inputs you must send, what counts as a match, what a miss costs, how accuracy is measured, where each field comes from, what turnaround is in the contract, who is processor and controller, when your file is deleted, and what you may do with the output. Ask for a sample run on your own rows first. This page has a checklist of 15 questions.
